Colorado
Bridge Enterprise RFP Consultant Contract
LS Gallegos, as prime consultant in association with Hartwig Associates
Inc of Denver, CO and Collins Engineers, Inc of Boulder, CO, was awarded
a contract by the Colorado Bridge Enterprise (CBE) to serve as the Program
Management Selection Consultant. The CBE is a new state agency responsible
for managing a state-wide program to replace or refurbish approximately
129 bridges in Colorado. LS Gallegos will consult with senior CDOT management
and technical staff and CBE Board Members to identify critical program
planning and implementation issues; develop and advertise the Program
Manager RFP; and assist in the evaluation of proposals and final selection
of a team best qualified to serve as the Program Management Consultant
for the program.

AMTRAK Program Management Oversight
LS Gallegos is part of a team led by CH2M Hill and URS Inc selected by
AMTRAK to provide Program Management Oversight Consultant Services
for a $2.0 Billion nation-wide Facilities and Infrastructure Modernization/Improvement
Program. Funding for this program comes from the American Recovery
and Reinvestment Act(ARRA).

LS Gallegos Broadens its GSA Schedule Capabilities
LS Gallegos submitted an application to and was approved by the U.S.
General Services Administration (GSA) to add SIN Code 874-6 Contract
Administration Support to its MOBIS Contract GS-10F-0343P. In addition
to this SIN Code, LS Gallegos is authorized to provide consulting
and support services to federal agencies under SIN Code 874-1, Management
Consulting Services and; SIN 874-7, Project Implementation and Support
Services.

LS Gallegos Will Continue Consultant Role with the Federal Transit Administration
LS Gallegos, as a sub consultant, is a member of three consultant teams
awarded Federal Transit Administration (FTA) Project Management Oversight
(PMO) Consulting Services Contracts for the next five-year period beginning
October 1, 2009 and ending September 30, 2014. LS Gallegos has provided
PMO consulting services to the FTA as a sub consultant during two previous
five-year periods beginning in 1998. The FTA PMO Program was started
25 years ago and is an integral part of the FTA’s efforts to assure
that federally funded public transit projects are implemented in accordance
with best practices, and Project Implementation Plans as approved by
the FTA.

High Speed Rail in America Moving Forward
Larry Gallegos and Matt McDole attended the 2009 American Public Transportation
Association (APTA) Rapid Transit Conference held in Chicago, IL.
June 10 – 14. In January 2009 the Obama Administration, authorized
the expenditure of $8.0 billion over the next four years for planning
and implementing high speed rail passenger train projects in the
U.S. Thus, a heightened interest in high speed rail was demonstrated
by this year’s conference program which included several sessions
led by representatives of transportation organizations currently
involved with planning and developing High Speed Rail Projects in
the U.S. Planned projects included high speed rail projects on existing
track and railroad rights-of-way, primarily in the Mid-west and East
Coast; and Super Speed Passenger Train Projects in California, Texas,
and Florida.
LS Gallegos has been a leader in the planning of Super Speed Trains
in North America since the late 1980s. In 1990, LS Gallegos served as
the Lead Consultant to the Texas High Speed Rail Authority to issue an
RFP and assist in the evaluation and selection of a Consortium to Design,
Build, Finance, Operate and Maintain a planned Texas Triangle Super Speed
Train Project, connecting Dallas/Fort Worth, Houston, Austin, and San
Antonio. In 1989, LS Gallegos served as the Franchise Agreement Consultant
to the California-Nevada Super Speed Train Commission. Both of these
projects were terminated due to failed attempts by both organizations
to gain Congressional approval to support funding for High Speed Rail
Projects in the United States.

Denver
International Airport (DIA) Work to Continue
LS Gallegos is on the AECOM team awarded the new contract for Project
Management, Inspection, and Support Services (PMISS). The Department
of Aviation for the City and County of Denver awarded the contract to
provide professional, technical and support personnel to perform project
management services including planning, conceptual design, construction
management, engineering inspection services, material testing services
and any other support services as required on projects designated for
such services by the Manager.
This is great news and a very important win for LS Gallegos. We are proud
of the accomplishments of our on-site project personnel. Their efforts
contributed greatly to our team winning this contract. We are extremely
excited about our involvement with significant capital improvements that
will occur at DIA during the next several years.

Contract
with Northern Illinois Regional Transportation Authority
(RTA)
LS Gallegos was awarded one of four multi-year prime contracts to provide
Intelligent Transportation System Technology Support Services to the
RTA. Contractors will be awarded projects beginning in early 2009. Possible
work assignments could include:
• Assist RTA staff to determine the role and direction of RTA regarding
technology in the region.
• Organize and support a Regional Technology Task Force.
• Assist in the development of a strategic plan for technology in the region.
• Evaluate the viability of various technologies and studies already performed
and recommend an approach to a Universal Fare Card/Payment Program in the region.
• General Technology Management Support.

RTD
Denver FasTracks Independent Cost Assessment
LS Gallegos was awarded a contract to perform an Independent Cost Assessment
for the FasTracks program. The LS Gallegos team will be led by John Gaudette,
Project Manager, and supported by InfraConsult, LLC, Jonathan Klein,
PE, Thomas Stone Consulting, Inc., and Solutions Engineering & Facilitating,
Inc. Our team will provide independent design and environmental criteria
review, cost assessment, and assessment of cost containment strategies
for the FasTracks Program in support of the efforts of RTD to establish
revised baseline financial and execution plans for FasTracks.

Matthew
McDole Honored with Meritorious Service Award
Matthew McDole is being honored by the Design-Build Institute of America
(DBIA) with the 2009 Transportation Meritorious Service Award for all his
contributions to both the Design-Build Institute of America and the design
and construction industry. Winners of this prestigious award will be announced
at the Transportation Awards Dinner during the 2009 Design-Build in Transportation
Conference in Baltimore, Maryland this April. Congratulations, Matt!

NASA/Honeywell
Orion Project
LS Gallegos, in association with Lewis and Fowler, LLC, was selected
as a sub-contractor to Honeywell to provide project management and system
engineering support for the NASA’s Orion Crew Exploration Vehicle
Project. LS Gallegos and Lewis and Fowler project personnel will provide
technical support primarily in Glendale, Arizona, and periodically in
Houston and Dallas, Texas, and Huntsville, Alabama, as well. LS Gallegos
was awarded this contract as part of a NASA initiative to involve small
businesses in the multi-billion dollar Orion program through a competitive
small business selection process.

Welcomes Matthew M. McDole
LS Gallegos welcomes Mr. Matthew M. McDole, P.E., Vice President, Transportation
Services. Mr. McDole is a nationally recognized Transportation Engineer
and Program Manager with extensive experience on major public transit,
railroad and design/build toll highway projects. Most of his career has
been dedicated to the transportation industry. During his career he has
held the top Engineering Management position at the San Francisco Bay
Area Rapid District, the Denver Regional Transportation District, and
the E-470 Public Highway Authority. He has also served in leadership
roles in several transportation professional associations, and as is
currently serving as the 2008-2009 President of the Transportation and
Development Institute (T&DI) of the American Society of Civil Engineers
(ASCE).
