American Public Transit Association (APTA) and International Union of Railways (UIC), International High-Speed Rail Practicum
LS Gallegos attended the APTA and UIC hosted International High-Speed Rail Practicum in Los Angeles, CA. The goal of the practicum was to provide U.S. decision makers the information necessary to implement high-speed rail. Attendees and speakers represented high speed rail vehicle and equipment suppliers and agency operators from several countries including: Canada, China, Germany, France, Italy, Japan, Mexico, Portugal, Spain, Switzerland and the United States.
AMTRAK, Project Management Oversight (PMO) Consultant Services
LS Gallegos, as a sub consultant to the prime Project Management Oversight Consultant, is providing an on-site team in AMTRAK’s Philadelphia Project Office to support document control and information technology systems design and implementation. The PMO consultant is supporting AMTRAK capital infrastructure projects funded under the American Recovery and Reinvestment Act (ARRA) of 2009.

LS Gallegos Welcomes Lynda Sena Hunt, Federal Services Director
Ms. Lynda Sena-Hunt joined LS Gallegos in January to lead LS Gallegos’ national federal services practice. Her responsibilities include; strategic planning, business development, and project management. Ms. Sena-Hunt’s career encompasses over thirty years as a federal employee where she achieved the senior contracting level as a GS-13, 1102 Contracting Officer. Her experience includes assignments with the Department of Interior, National Park Service; Department of Energy, Western Area Power Administration; and Department of Defense at various offices in Washington, DC, and Huntsville, AL. Her experience as a federal employee and warranted contracting officer for various federal agencies provides her the critical knowledge and insights for meeting the needs of LS GALLEGOS’s federal customers and industry partners.
GSA Border Stations, Acquisition Management Support Services Contract
LS Gallegos, under its GSA MOBIS Schedule, was awarded a contract to provide Senior Contract Specialist support to the GSA Contracting Officer responsible for administering Professional Engineering Consultant and Construction Contractor contracts related to the design and construction of port-of-entry stations along the northern border of the United States. LS Gallegos’ services encompass administration of professional architect-engineering, and construction contracts for American Recovery and Reinvestment Act of 2009 (ARRA) and non-ARRA related projects for the Department of Homeland Security, Customs and Border Protection (CBP).

Apostol Panayotov Earns PhD in Geographic Information Systems
Apostol Panayotov, a senior member of LS Gallegos’ Project/Construction Management Group, since 2005, was awarded a Doctorate Degree of Philosophy in Geographic Information Systems (GIS) from the University of Colorado Denver. Mr. Panayotov is also, a part-time professor at the University of Colorado Denver, teaching undergraduate courses in GIS.

High Speed Rail in America Moving Forward
Larry Gallegos and Matt McDole attended the 2009 American Public Transportation Association (APTA) Rapid Transit Conference held in Chicago, IL. June 10 – 14. In January 2009 the Obama Administration, authorized the expenditure of $8.0 billion over the next four years for planning and implementing high speed rail passenger train projects in the U.S. Thus, a heightened interest in high speed rail was demonstrated by this year’s conference program which included several sessions led by representatives of transportation organizations currently involved with planning and developing High Speed Rail Projects in the U.S. Planned projects included high speed rail projects on existing track and railroad rights-of-way, primarily in the Mid-west and East Coast; and Super Speed Passenger Train Projects in California, Texas, and Florida.

Contract with Northern Illinois Regional Transportation Authority (RTA)
LS Gallegos was awarded one of four multi-year prime contracts to provide Intelligent Transportation System Technology Support Services to the RTA. Contractors will be awarded projects beginning in early 2009. Possible work assignments could include:
- Assist RTA staff to determine the role and direction of RTA regarding technology in the region.
- Organize and support a Regional Technology Task Force.
- Assist in the development of a strategic plan for technology in the region.
- Evaluate the viability of various technologies and studies already performed and recommend an approach to a Universal Fare Card/Payment Program in the region.
- General Technology Management Support.

RTD Denver FasTracks Independent Cost Assessment
LS Gallegos was awarded a contract to perform an Independent Cost Assessment for the FasTracks program. The LS Gallegos team will be led by John Gaudette, Project Manager, and supported by InfraConsult, LLC, Jonathan Klein, PE, Thomas Stone Consulting, Inc., and Solutions Engineering & Facilitating, Inc. Our team will provide independent design and environmental criteria review, cost assessment, and assessment of cost containment strategies for the FasTracks Program in support of the efforts of RTD to establish revised baseline financial and execution plans for FasTracks.

Matthew McDole Honored with Meritorious Service Award
Matthew McDole is being honored by the Design-Build Institute of America (DBIA) with the 2009 Transportation Meritorious Service Award for all his contributions to both the Design-Build Institute of America and the design and construction industry. Winners of this prestigious award will be announced at the Transportation Awards Dinner during the 2009 Design-Build in Transportation Conference in Baltimore, Maryland this April. Congratulations, Matt!

NASA/Honeywell Orion Project
LS Gallegos, in association with Lewis and Fowler, LLC, was selected as a sub-contractor to Honeywell to provide project management and system engineering support for the NASA’s Orion Crew Exploration Vehicle Project. LS Gallegos and Lewis and Fowler project personnel will provide technical support primarily in Glendale, Arizona, and periodically in Houston and Dallas, Texas, and Huntsville, Alabama, as well. LS Gallegos was awarded this contract as part of a NASA initiative to involve small businesses in the multi-billion dollar Orion program through a competitive small business selection process.

LSG Welcomes Matthew M. McDole
LS Gallegos welcomes Mr. Matthew M. McDole, P.E., Vice President, Transportation Services. Mr. McDole is a nationally recognized Transportation Engineer and Program Manager with extensive experience on major public transit, railroad and design/build toll highway projects. Most of his career has been dedicated to the transportation industry. During his career he has held the top Engineering Management position at the San Francisco Bay Area Rapid District, the Denver Regional Transportation District, and the E-470 Public Highway Authority. He has also served in leadership roles in several transportation professional associations, and as is currently serving as the 2008-2009 President of the Transportation and Development Institute (T&DI) of the American Society of Civil Engineers (ASCE).

Project Management Institute International Conference
Lawrence Gallegos attended the 4-day Project Management Institute International Conference held for the first time in Denver, CO. A highlight of the conference was the Key Note Speaker Session with former U.S. Secretary of State, General Colin Powell as the key note speaker.

Grand Opening Celebration for Euclid Corridor Bus Rapid Transit Line
The Greater Cleveland Regional Transit Authority celebrated its grand opening of its Euclid Corridor Bus Rapid Transit Line on October 24, 2008. LS Gallegos as a sub consultant to Parsons Corporation performed Project Management Oversight Consultant Services on behalf of the Federal Transit Administration during the planning, design, construction and start-up phases of the project. The $168,000,000 project was completed on time and within budget. Herb Casner, P.E., LS Gallegos, Principal Consultant attended the October grand opening celebration.

U.S. Department of Interior, National Park Service
LS Gallegos was awarded a Mission Oriented Business Integrated Services (MOBIS) Task Order Contract by the U.S. Department of Interior, National Park Service (NPS) to provide Contract Specialist Support Services at the NPS’ Headquarters Office in Lakewood, CO. LS Gallegos Contract Specialists will assist in the administration of professional services and construction contracts.

HIMSS Annual Conference
Lawrence Gallegos attended the Health Information Management Systems Society (HIMSS) Annual Conference in Orlando, Florida. HIMSS is the healthcare industry's membership organization exclusively focused on providing leadership for the optimal use of healthcare information technology (IT) and management systems for the betterment of healthcare. “This was my first time attending an HIMSS event. I found the conference very informative and worthwhile.” stated Mr. Gallegos.

EOSS II Contract at DOD TRICARE
LS Gallegos, teamed with Vangent, Inc.; Planned Systems International, Inc; and CACI, Inc., wins the EOSS II Contract at DOD TRICARE. LS Gallegos will provide senior level information technology professionals to support various TRICARE IT Projects.

LSG Welcomes Ron Saxbury
LS Gallegos welcomes Mr. Ron Saxbury as a senior member of LS Gallegos' Construction Management Group. Mr. Saxbury brings to LSG 35 years of increasingly responsible experience in building architectural and civil construction projects, including sixteen years with the Valley Transportation Authority (VTA) (formerly Santa Clara County Transportation Agency). Most recently he served as the owner's representative responsible for construction during VTA's $80 million, three year, Facility Improvements Program. His responsibility included supervision of two consultant teams, two VTA engineers, six VTA and consultant inspectors and support staffing for new construction and renovation to one of VTA's major Operation and Maintenance Facilities.
Mr. Saxbury holds the distinguished Certification by the Construction Management Association of America as a Construction Management Professional.

LSGA Rates High on DOE Performance Review
In an annual appraisal from the DOE Central Regional Office, LS Gallegos rates "Outstanding" for QUALITY OF SERVICE. The review comments on this rating as follows: "The contractor has demonstrated an outstanding performance level that was significantly in excess of anticipated achievements and is commendable as an example for others…. A second rating for COST CONTROL scored an "Excellent" with the following note: "There are no cost management issues. Because of the quality of staff and work product we believe the government has saved money.">
