Colorado Bridge Enterprise (CBE), Colorado Department of Transportation, RFP Development & Selection Consultant Services

The CBE is a government owned business enterprise within the Colorado Department of Transportation. CBE’s charge is to accelerate repair, rehabilitation or reconstruction of structurally deficient, functionally obsolete and rated as “poor” bridges in Colorado. LS Gallegos, as prime consultant to the CBE, is assisting this new agency in its formative period, acting as advisors and extension of staff.

LS Gallegos’ scope included:

  • Review of similar bridge programs in other states to collect information on innovative project delivery techniques that might be applied by the CBE.

LSG interviewed stakeholders to gain an understanding of the views and perspectives of various groups including the CBE Board of Directors, CDOT staff, Colorado contractors and consultants, investment bankers and Disadvantaged Business Enterprise (DBE) firms.

LSG analyzed all information collected and advised CBE on organizational structure and project delivery techniques, including:

  • Strategies for program financing
  • Early contracting
  • Innovative and effective program delivery

LSG developed procurement documents for the CBE to request and evaluate proposals and award a CBE Program Management and Support Services Consultant contract. The selected consultant will provide CBE with program management and technical support over a five year period.

In a parallel effort, LSG is assisting CBE to finalize the program scope, priorities and schedule for moving bridge projects to construction as expeditiously as possible. LSG assisted the CBE administratively, supporting all meetings including monthly meetings and workshops with the CBE Board.
