

State Highways & Bridges
State Departments of Transportation (DOTs) can no longer rely solely on traditional taxing revenues to fund major programs to replace and/or modernize existing state highways and bridges and/or to design and construct newly needed state highways and bridges. Instead, state DOTS must rely on alternative public/private financing and contracting approaches and the creation of special “enterprise” entities within their organizations to implement their respective programs.
