Federal Transit Administration Project Management Oversight Program
The United States Department of Transportation (DOT), Federal Transit Administration (FTA), is responsible for the administration of grants and loans to assist State and local public bodies (grantees/project sponsors) in financing the acquisition, construction, reconstruction, and capital improvements of transit facilities. FTA, therefore, has substantial oversight responsibilities to ensure capital projects are delivered under the terms of the grant or loan agreement, and meet all Federal requirements. Financial assistance to agencies/grantees by the FTA ranges between $8 Billion to $10 Billion annually.
In 1987, Congress passed the Surface Transportation and Uniform Relocation Assistance Act, which authorized the Federal Transit Administration (FTA) to implement a Project Management Oversight (PMO) program for federally funded public transit projects. The FTA designed its PMO program to aid in its role of ensuring successful implementation of federally funded projects. Currently, the FTA is authorized, by statute, under Federal Regulation 49 U.S.C. 5327, to conduct oversight of major capital projects. Major projects are those costing $100 million and above. Projects less than $100 million (Small Starts Projects), considered high risk, may also require oversight. The statute also, authorizes FTA to procure the services of Project Management Oversight Contractors (PMOCs) to assist the agency in overseeing the expenditure of Federal financial assistance for major capital projects—both under the discretionary Major Capital Investment (“New Starts”) program and the formula Fixed Guideway Modernization (“FGM”) program authorized by 49 U.S.C. 5309.
FTA PMOC’s act as extension of FTA staff providing subject matter experts in the areas of project management and engineering to oversee the performance of agency/grantees as early as project planning/environmental approval and all the way through project completion and closeout. Key services include the review of Project Management Plans, and a project sponsor’s technical capacity and capability, to assure the successful delivery of the project scope within budget, schedule, and in accordance with all applicable Federal requirements. In particular, PMOCs assist FTA in assessing whether the Grantee is capable of the following:
- Providing continuous administrative and management direction for project operations.
- Providing adequate technical inspection and supervision of all work in progress for conformance with approved plans and specifications, using qualified professionals.
- Assuring conformity to grant agreements, applicable statutes, codes, ordinances, regulations, policy requirements, sound engineering, safety and project management practices.
- Monitoring grant and project activities to assure that schedules are met and other performance goals are achieved.
- Keeping project expenditures within an established measure of the latest approved project budget.
