Executive Management Consultant
An executive position with complete responsibility to develop primary goals, operating plans, policies, and short and long range objectives for the organization. Directs and coordinates activities to achieve profit and return on capital. Establishes and implements organizational structure. Leads the organization towards objectives, meets with and advises other executives and reviews results of business operations. Determines action plans to meet needs of customers and stakeholders. Represents the organization to the financial community, major customers, government agencies, and the public. Forms strategic alliances in order to provide continuous and current services to clients in both public and private sectors. An advanced degree with a minimum of 15 years managerial experience required.

Principal Management Consultant-III
An executive level position with responsibility for providing management and technical resources in the areas of project management, information technology. Establishes and implements project structure. Meets with and advises other consultants and project managers to review project progress. Represents the organization to major customers both public and private. An advanced degree with a minimum of 15 years managerial and technical experience required.

Responsible for the design, development and integration of significant parts of a system. Responsible for understanding business functionalities and "use cases". Bachelor degree with a minimum of 10 years managerial and technical experience. Advanced degree desirable required.

Project Manager-I
Provides supervisory, technical, and administrative direction to project staff; interfaces with customers; tracks project performance and costs; and prepared plans, charts, tables and diagrams to assist in analyzing and displaying problems and solutions. Project Engineer-II

Program Specialist-V

Accurately maintains file information. Directs other Program Specialists. Bachelor Degree with a minimum 10 years managerial and technical experience. Advance degree desirable.

Program Specialist-IV

Program Specialist-II

Program Management Oversight Consultant Services Contract

LSG was a sub consultant on a FTA, Project Management Oversight Consultant team responsible for overseeing the planning, design and construction activities at the FTA funded, $2.5 Billion underground Port Authority Trans Hudson (PATH) Station at the World Trade Center reconstruction site. The consultant team was responsible for assuring the grantee agency executed the project in accordance with industries standards and in compliance FTA mandated statutes and regulations. LSG provided an on-site PMOC Quality Assurance Manager and Project Engineer. LSG’s personnel were responsible for overseeing quality audits of the World Trade Center Construction (WTCC) Quality Assurance Division (QAD) and preparing written spot reports and audit findings reports. The focus of these audits included Construction, Cost Estimating, Design, Document Control, Procurement, Safety, Training and the Quality Control efforts of various Construction Subcontractors. These audits allowed the FTA to evaluate the entire LMRO Quality System to ensure all key elements of the system were adequately implemented and followed.

LSG provided a team of Project Management professionals to oversee and report on the performance of Agency and Professional Consultant team members during the planning, design, construction management and operations testing and start-up phases of the project to assure the implementation team executed the project in accordance with industries standards and in compliance FTA mandated statutes and regulations.

Chicago Transit Authority (CTA), Chicago, Illinois
Professional Consultant Services Contract – Organization Transformation Project
Contract Period: 02/05 – 08/05
LSG as a sub consultant team member participated in performing a detailed organization and efficiency evaluation of all 29 departments of the CTA to assure operations were being conducted in compliance with the CTA’s overall mission, goals and objectives. The 2005 Annual Operating Budget of the CTA approximated $1.0 Billion and its Annual Capital Improvement Budget approximated $500 Million. The Transformation Project Consultant team contract was administered by CTA Office of Chief of Staff at the direction of the CTA Board of Directors. LSG’s role on the consultant team included performance reviews and measurements of the Engineering and Construction Management Departments of the CTA. Specific areas of review included, project progress reporting, change order control, consultant utilization, document control and records management and project staffing. LSG prepared a findings and recommendation report which was incorporated in a final findings and recommendation report submitted by the prime consultant to the Office of Chief of Staff and reviewed by the CTA Board of Directors.

LSG as a sub consultant on three separate contracts provided project capital cost estimates for three of the planned Rail Transit Corridors (Gold Line Commuter Rail Project, North Metro Commuter Rail Project and Northwest Corridor Commuter Rail Project) which make up part of the $7.9 Billion Regional Transportation District FasTracks Program. LSG also participated in alternative alignment evaluation work shops and assisted in developing the Quality and Assurance Program Management Plans. LSG performed its services first, during the Basic Engineering and Draft Environmental Impact Statement phases of these three corridor projects and second, during the subsequent Final Environmental Impact Statement and Preliminary Engineering phases of these projects.
